When formal insurance mechanisms don’t exist or are too costly, communities may decide to establish informal disaster risk transfer mechanism (e.g. informal group insurance schemes or intercropping). Persons with disabilities, older persons or persons from cultural minorities are at risk of being excluded from such schemes due to their social marginalization.
Tips for inclusion:
- Work with representative organizations raise awareness among at-risk groups in the community about the availability of informal risk transfer mechanisms and support them to establish inclusive mechanisms.
- Sensitise the community about the need for inclusion of all groups in risk transfer mechanisms.
- Support existing community-based risk transfer mechanisms to develop inclusive information and risk transfer management processes and hold inclusive meetings.
